CEDAR HILL -- Mayor Rob Franke's plea to voters in his city --- much of it overlaps with the school district boundaries --- in mass-mailed personalized letters seeks "FOR" votes in the Cedar Hill ISD's massive tax-and-debt referendum on the Nov. 8 ballot. I tried to get former Cedar Hill councilman Wade Emmert, now the chairman of the Dallas County GOP, to weigh-in on this election as either his current title or individually, and he wouldn't do it.
